Right from the beginning, The Rules of the Connecticut General Assembly apply to each step of the legislative process. Even though nobody can memorize all of them, it's necessary to know where the rules can be referenced and how they apply in a particular situation.
There are two different sources of rules that members of the Connecticut General Assembly follow:
- The Connecticut Legislative Guide contains rules for each chamber (the House Rules and the
Senate Rules) as well as the Joint Rules which apply to both chambers.
- The Rules and Precedents of the CT General Assembly contain the same rules as published in the Connecticut Legislative Guide but also contain precedents followed by both chambers in the past that aren't covered in the rules.
- The Connecticut Legislative Guide contains rules for each chamber (the House Rules and the
Senate Rules) as well as the Joint Rules which apply to both chambers.
- However, the rules are not arranged in a manner that mirrors the chronological process of how a bill becomes a law. Reading the rules will not illustrate the legislative process.
